Romania
The culture of systemic and institutional abuse funded by EU and taxpayers' money
The gradual privatization of the Romanian veterinary society by the people like Liviu Harbuz for profit with the view of exploiting the Romanian corrupt abandoned animals killer laws for business activities is a criminal act against human and animals rights, the rights of individuals, social stability and welfare.
Corruption is violence against society and it should be punished accordingly.
We need to change the law to lay bare the social evil of corruption and its traumatizing destructive impact on the society as a whole and individuals.

Sentencing the guilty is not enough unless we disclose to the public the real ugliness and mechanisms of corruption and the social trauma it signifies. Our legal and education systems should be reformed accordingly to contain corruption and social decomposition giving rise to social conflict and unrest and striking at the legal, social and political foundations of the state, and what is worse, promoting the culture and mindset of institutional violence and systemic abuse.
The amount of evidence and the extent of systemic and political corruption in Romania and elsewhere published daily on the Occupy for Animals website is enough to attempt a brief analysis of corruption mechanisms and their socially and culturally degrading influence on the Romanian society.
Political and systemic corruption, when unleashed, takes on cultural dimension leading to the rise of universal corrupt mindset which damages social relations resulting in the evil of social violence, social exclusion, inequality, social conflict and the abuse of animals and human rights.
The resulting social and psychological damage is enormous. Not only does it imply physical and psychological suffering of human and non-human sentient beings. Corruption also finds its outlet in violent civil unrest and the break-down of public trust in state institutions and social dialogue. Corruption is synonymous with the interruption of social communication, as well as state and institutional abuse and violence.

Occupy for Animals has long been ringing the alarm bell since the introduction by the Romanian parliament of the homeless animals anti-social extermination laws which made it legal the wholesale extermination of tens of thousands of suffering non-human sentient beings that are starved, killed and tortured across Romania on a daily basis. Despite the sea of trauma and suffering, the extermination laws demonstrated that violence against animals and humans can be justified on legal and constitutional grounds - the parliament passed the bill - with the full approval of state institutions, the media and the political establishment.
A human has the right to cultivate and cherish an emotive relationship with a sentient non-human being capable of reciprocating emotively the relationship. This mutual affective relationship between two sentient beings – a human and an animal - is a precondition for the sense of security and well-being both for a human and an animal. Violence against this emotive bond in terms of the massive, institutional, systemic and cultural violence justified on legal and constitutional grounds is the violation of human rights and welfare and man's sense of security. It is as much traumatizing as the violation of the emotive bond between two humans - for example, a mother and a child. It demonstrates the enormity of systemic corruption and all this happened in Romania and nobody gives a damn except for the few.
The Romanian extermination law is the pinnacle of Romanian systemic and political corruption as it frustrates man's most basic natural drive-the drive to relate and bind emotively to other sentient beings - human and non-human alike. When this man's most natural, biological and psychological drive is suppressed by abuse and violence, it causes tremendous psychological trauma and stress, persistent anxiety and the fragmentation of personality with all the devastating consequences of the psychology of loss.

In the setting of a universal corrupt systemic, legal, social and political order, human and animal suffering count for nothing and the abuse of man's rights is universal.
Therefore, such a culture is a failed culture, such a society is a failed society, such a state is a failed state ridden with brutality, moral disorder, abuse and suffering.
A corrupt system will never legally and socially recognize the inseparable interconnection of human and animals rights.
A failed society will never recognize the ultimate importance of the emotive bond between sentient beings-humans and other non-human sentient creatures.
A failed culture will always violate it in an institutional and systemic sort of way and the case of Romania with its anti-social, anti-human rights systemic corruption is a good example.
This is what corruption leads to - cultural decline, social turmoil, suffering and violence.
The evil face of Romanian systemic and political corruption is like elsewhere - the private and political interest's attempt to privatize and control the public domain or the social infrastructure consisting among other things of education, non-governmental ngos sphere, healthcare, animal care institutions and policies, the media and finally public resources and welfare. All of them are to be marketed for profit and political influence at the expense of social welfare and at the expense of those many who in the process are subject to exclusion and socio-economic marginalization.
Corruption is not only about taking and giving bribes. Corruption is about something much worse. It is about decomposition and deconstruction of the whole moral, legal and social order and public relations. It is about social conflict and social instability.
The privatization of the public domain for profit, control and political influence is highly parasitic as it restricts individual and social freedoms. It is an act of violence against democratic social relations and the welfare of society carrying with it human suffering and despair. The people like Liviu Harbuz are guilty of these abuses and corruption.
Yes, they are sentenced, if so, on corruption charges and usually get away with it because we do not know how much destructive and evil corruption is in terms of the psychological, traumatic, social and economic impact causing misery and suffering of humans.
We need to redefine what corruption signifies in terms of its destructiveness to social stability and welfare of man, in terms of its psychological trauma, human and animals rights abuses, social unrest, inequality, social exclusion and marginalization and human suffering. Corrupt individuals need to be educated on to what extent their corrupt practices, greed, callousness and social anesthesia contribute to general misery and suffering.
Only through the redefinition of corruption and its all-out destructive impact on man can we amend our flawed legal system and punish as well as educate the guilty and the public adequately. Corruption and abuse of power should be viewed by legal justice and the public as a serious crime against human welfare because it is more or less directly related to human suffering.viewed by legal justice and the public as a serious crime against human welfare because it is more or less directly related to human suffering.
